Licenses & Permits
Some activities in the City of Fosston require a license or permit. Use the information below to learn about basic rules and how to apply.
Golf Cart Permits
Motorized golf carts may be operated on city streets with a valid annual permit.
Eligibility:
- Operator must be 18 years of age or older
- Golf cart must be in good mechanical condition
- Must have rear-view mirrors, working brakes, and a slow-moving vehicle emblem
To apply:
- Annual permit fee: $25
- Provide proof of insurance
- Provide a signed certification from a qualified mechanic
Dog & Cat Licensing
All dogs and cats 6 months of age or older within city limits must be licensed.
Requirements:
- Current rabies vaccination record
- License obtained at City Hall (small fee applies)
- License renewal when rabies vaccination is updated
Additional rules:
- Limit of 4 dogs and cats per household
- Pets must be leashed or contained on the owner’s property
- Owners must clean up after pets
- Excessive noise or nuisance may result in citation

Food Truck Permits
Mobile food vendors operating within Fosston city limits must obtain a permit before setting up.
General requirements:
- Completed food truck permit application
- Proof of insurance
- Payment of required permit fee
- Compliance with location, safety, and health regulations
Zoning Permits
Zoning permits are required for many types of construction and property improvements within the city limits.
You may need a zoning permit for:
- New buildings or additions
- Sheds, garages, or accessory structures
- Decks, porches, and certain exterior changes
- Fences and other site improvements
