Some activities in the City of Fosston require a license or permit. Use the information below to learn about basic rules and how to apply.

Golf Cart Permits

Motorized golf carts may be operated on city streets with a valid annual permit.

Eligibility:

  • Operator must be 18 years of age or older
  • Golf cart must be in good mechanical condition
  • Must have rear-view mirrors, working brakes, and a slow-moving vehicle emblem

To apply:

  • Annual permit fee: $25
  • Provide proof of insurance
  • Provide a signed certification from a qualified mechanic

Dog & Cat Licensing

All dogs and cats 6 months of age or older within city limits must be licensed.

Requirements:

  • Current rabies vaccination record
  • License obtained at City Hall (small fee applies)
  • License renewal when rabies vaccination is updated

Additional rules:

  • Limit of 4 dogs and cats per household
  • Pets must be leashed or contained on the owner’s property
  • Owners must clean up after pets
  • Excessive noise or nuisance may result in citation

Food Truck Permits

Mobile food vendors operating within Fosston city limits must obtain a permit before setting up.

General requirements:

  • Proof of insurance
  • Payment of required permit fee
  • Compliance with location, safety, and health regulations

Zoning Permits

Zoning permits are required for many types of construction and property improvements within the city limits.

  • Decks, porches, and certain exterior changes
