The City of Fosston ordinance includes rules for dogs and cats within city limits, including licensing, number limits, restraint requirements, and owner responsibilities.

Pet Licensing
All dogs and cats 6 months of age or older that reside within the city must be licensed, even if they remain indoors.
To register your pet, bring proof of current rabies vaccination to City Hall. Licenses are issued for $5 per pet and remain valid for the duration of the rabies vaccination.
When the rabies vaccine is updated, a new registration is required.
Number of Pets Allowed
Households are permitted to have no more than 4 total dogs and cats combined.
- 3 dogs and 1 cat
- 3 cats and 1 dog
- 2 dogs and 2 cats
Leash and Restraint Requirements
Dogs must be kept under restraint by leash, cord, chain, electronic/invisible fence, or enclosure.
Dogs and cats are not allowed to run at large on public or private property other than that of the owner.
Pet Owner Responsibilities
- Clean up pet waste on public and private property
- Maintain sanitary conditions on your property
- Prevent continual barking, howling, or nuisance noise
- Make sure pets wear an ID tag with owner contact information
Dangerous Animals
Animals that chase, bite, attack, injure, or display aggressive behavior may be classified as potentially dangerous or dangerous.
Depending on the situation, requirements may include quarantine, seizure, microchipping, warning signage, proof of liability insurance, and increased registration fees.
Service Animals
The city ordinance does not include separate local exceptions for service animals. Licensing and number limits still apply within city limits.
Violations
Pet owners may receive citations for animals running at large, nuisance noise, unsanitary conditions, or other ordinance violations. Impound fees may also apply if an animal is recovered and held.
